Schaugaard is a northern biologist; he is against this proposal. But, I doubt seriously that he would tell the water users to drain the lake. Also, he has no control over what the southern biologists suggest or submit as far as proposals go.
Again, from what I have seen, Koosharem is drained exceptionally low almost every year...and, only on good water years does it retain good water levels through the late summer/fall when the water is shut off and irrigation stops.
