Utah has a put-and-take mentality. That's why the DWR plants trout in every waterhole in the state because the majority feel they need to take something home to validate themselves and to justify the cost of their license and expenses.

There are a few anglers here who actually try to benefit the limited water resources we have here in the 2nd driest state in the nation by practicing selective harvest. But they're the minority. The majority consciously choose to be a drain of the resource for their own selfish motives.
