Flycasting: I do let folks keep a limit of smaller macks under 28 inches when they want to target those. There is plenty of them to still grow into the big ones most are looking for. And that goes for all fish, really. Keep the small ones, and release the larger ones to grow even bigger and keep making more little ones. Macks, Bows, Browns, Walleye. Its all the same principle. Protect the "trophies" and spawners, and harvest some juveniles if you'd like. Most fisheries remain healthy under that program.
