Throwing rapalas in the shallows shoud produce fish. Also, throwing a 3 inch tube with a shiner on it is very productive right now. Sorry to hear that you didn't catch any, but Strawberry is a great place, so don't give up on it yet.
Here soon I would imagine that the fish will start to move to a little deeper water. If you have a float tube or a toon, just find 20-40 feet of water and start jigging. When you find them, stay in that same area, and you can catch fish all day long.
You may also want to look at the archived Strawberry reports. There are a bunch of guys on this board that are Berry experts (not me) and I am sure they can give better advice.
