gas mileage

I have a 1980 16 ft bayliner with a 115 merc outboard. I like the boat but the gas mileage is horible. I'm only getting about 3 mpg. this can't be normal. My old boat was a 16 ft. with a chev 283 inboard and i got ALOT better mileage out of it. Whats your gas mileage? Rangerdan
