New Orleans, which seats 9-11 ft BELOW sea level and is located in the middle of the hurricane epicenter is not responsible to have an evacuation and catastrophic emergency plan in place and responsible to initiate these plans when needed? they have known for 200 years that they could at anytime encounter major flooding should their levels be breach by major natural disasters yet they are not responsible for their own welfare?[/size][/black][/font]

[font "Comic Sans MS"][black][size 3]Who is responsible to call out it's state's National Guard and who is responsible for all first responders? The local, county and State governments. The feds are not considered first responders.[/size][/black][/font]

Any help should not be expect within that time. What was the average emergency response time for Hurricane Andrew? 4 days yet no finger pointing was done on who was responsible for the tardy response. Why? [/size][/black][/font]

Quit spewing garbage that has no relevancy to the facts but just shows your bias politics. No one came away from this without mud on their face. Let's quit the whining and see what we can do to help out in any way we can to get this situation under control and on the right track.[/size][/black][/font]
