40 hp too much for 14 ft jon boat?

I would guess yea.But would it be too heavy or just not recommended cause its too much motor.My friend has been lookin for a outboard for jon boat and a bigger boat he has and cant find 1 under 500 anywhere,not even a 5 hp.So he has a friend that claims to have a mercury 40 hp for $200.I'd guess something is wrong with it but maybe he jut gets real good deals.Anyway,would it be too heavy for a 14 foot with 2 people in it with cooler and batteries?
