Deer Creek's rule about dog is not from State Parks it comes from Provo Water Users, they are the owners of the water. The Federal Government owns the Dam and the land around the Lake and can dictate how State Park's uses it. If you want to change Deer Creek you need to contact Provo Water Users the State is only enforcing their agreement with the water users to use the water.
