If the person is responsible -- yes, unfortunately, there are far too many people who are not responsible, and people, especially children, have been severely injured and even killed by dogs that were not on a leash.

I don't have strong feelings, one way or the other, about people taking their dogs with them when they go fishing. On a few occasions when I have fished from the shore, or I have been ice fishing I have had dogs come over to me and start grabbing at my tackle, lunch, or even jumping up on me. In some cases the owner has immediately gotten the dog under control. In some other cases the owner has made a feeable attempt to control his dog, and then not even bothered any further when the dog refused to obey. In these situations I haven't known what else to do but to yell at the dog in an attempt to get them to let me fish undisturbed.
