I'm sure the leash law is a county ordinance and not specifically aimed towards the state park [only]. However, they may have more strict laws than the county [like Deer Creek].
Every owner thinks their dog is the exception to the rule. What is a nuisance to one person is not a problem for the next. Second too traffic issues, animal control is the most common complaint facing local government [law enforcement]. It may sound trivial but It costs the taxpayers [you] millions each year.
