The way I've always bait fished is to use a casting float above your leader full of water or a slip weight. Then take and hang a clip bobber on your line between two rod guides pulled down about a foot or two. And for quick release of the clip bobber you can take a large hook cut the sharp tip flatten the barbs and clip the bobber to it then just hang the hook on your line you can even set the hook without removing the bobber it will just fly off.
This system has woked for all types of bait fishing for me and all types of fish. It seems to acomplish two things. 1 the clip bobber makes sure you have at least one foot of slack. 2 the casting float (slip weight) insures ther is no resistance from your weight.
