when it rains it makes the water dark, what I mean by this is. the rain breaks up the light penatration in the water and it seems dark to the fish and we all know that walleyes are night feeders. they think it's getting dark. as for weather, to me weather in no big deal, it's just that sudden change from nice warm days to a cold rainy day. thats what shuts the fish down (lockjaw). dosen't matter what the weather is like, as long as it's been the same type of weather for 3 days or more. the fish will get active on that third day.
wind will also break the light penatration, thats a good time to troll.
