I would agree with you normally, and it is a weird scene out there during stocking, but understand the rainbows are striper bait, pure and simple, they are not expected to survive the stripers, thats why the limit is 10 rainbows per person
the rainbow stocking brings the stripers in for the striper fisherman, and fish for the table for the trout fisherman
the 2-1/2 pounder was a planter too, they just threw some old brood stock in with the mix, that fish was striper bait about 3 minutes after you let him go, hence the looks from the other fisherman
