Hi HeGotAway! Don't worry the Rockcliff area at Jordanelle is the PERFECT place to learn how to tube! It's where the provo river enters the reservoir, and it has hills/mountains on both sides. It's long and fairly narrow. This means you can kick from one side to the other without too much trouble or exhaustion. It also means the wind isn't as big of a problem. You have almost no risk of having the wind blow you across the lake or out into the middle if it kicks up too quickly.
The fish are quite easy to catch, you'll be able to catch more yellow perch than you can handle, plus throw in a few smallmouth bass possibly, as well as Rainbow, Cutthroat or Brown trout, and maybe even a largemouth bass if you're lucky. Yeah for sure you'll at least catch a mess of perch. You can keep 50 of them so please do because they are EVERYWHERE in there. They make fine eating, although you'll be filleting all afternoon if you keep all 50 to eat. You can also keep some for bait at lakes like Jordanelle, Pineview, or Utah Lake.
