I feel yer pain. Well, at least I did for many years. Outta the business now.
I must have asked a hunnerd or more Utah snivel servants for a good explanation for WHY? Never got more than a bunch of bureaucratic BS (bad stuff).
I finally decided it fell into the category of "Ain't no good reason fer it. It's just Utah state policy."
