If it has a motor I believe you must register it. Title is another issue motors under 25 not titled some boats not titled . But I am pretty sure if it has a motor of any kind and it floats it has to be registered.
This is on first page not hard to find motor boat sail boat of any kind must be registered period!

Motor boat of any kind must be registered in Utah .
Titled is a seperate issue.
Both my boat and main motor are titled but my kicker is not as it’s only 9.9
