At the end, however, it did appear that he was talking to someone else, so he technically may have been "legal". Nevertheless, someone watching that who is not well versed in the regs could very easily get the wrong idea and go out and think fishing 4 rods with 1 person is legal and get cited. A better approach, in my opinion, would be to recommend that people read the Guidebook, before fishing new waters, so that they don't violate the laws in the first place.
That one was classic. He was too busy ranting about "chunky monkeys" and "how cool is that" to read the regs and committed a notable violation for all to see. I thought his mea culpa the following week was minimal at best.
