Yep. It's a food chain thing. Fish choose locations for two primary reasons...food and comfort. As with humans, food wins out most times.
But I have always done well on walleyes at both Starvation and Deer Creek in water over 70 degrees. It's when the temps climb a bit above 75 that they move deeper in the day...and maybe come shallower to feed at night.
