Reports are that water is coming in over the baffles and there is a flow. I have caught cats from the bank there in February before under similar conditions. They even hit crawlers at this time of year.

A combination of location and activity level. The cats still feed in the cold water...just not as much or as often. And they look for the warmest water they can find...which in Utah Lake is usually near a thermal spring inlet or in deeper holes.
I catch them in Utah Lake right after ice out but out in deeper water, dragging a minnow on the bottom...very slow. They seldom chase anything at any speed until water temps warm up a bit. As soon as spring sunshine starts warming the shallows the cats will sometimes come into fairly shallow water late in the day and hang out there until the water cools off again at night. Have seen some good catches off the dikes at several spots around the lake in early spring...at night.
