They have to maintain a certain amount of out flow out of the lake in order to keep of flows for the wildlife management area just outside the SW corner of the lake. Years ago, when the lake was even lower than it is now, they had to pump it out, so if there is no water coming in, the level will continue to drop until they start letting water back in.
