fish traps

Has anyone used fish traps on Utah Lake to catch non- game fish to use for cat bate, if so can you still fish with 2 rods with 2 traps in the water.

The fishing guidebook specifies a maximum of 2 fishing poles per person.  There is no specified number of traps a licensed fisherman can use at one time.  Angling (fishing) is defined in the guidebook as ". . .fishing with a rod, pole, tip-up, handline or troll board that has a single line with legal hooks, baits or lures attached to it, and is held in the hands of, or within sight (not to exceed 100 feet) of the person fishing."  No mention of trap or traps which would indicate that using a trap to obtain fish isn't considered angling (fishing) even though you are required to have a valid fishing license in your possession to obtain fish with traps.
