Randy Derth proposes that anglers be allowed to fillet kokanee at Strawberry. The discussion is So frustrating I was yelling at my screen.

All they had to do was allow a Kokanee to be filleted while requiring any other species of fish at Strawberry to remain whole. Bam, Problem solved.

If you can't tell the differences between a Kokanee and a Cutt or rainbow you are a piss poor fisherman and should recieve a ticket.
