After the concessionaire folds up shop in the fall, there will be nobody there to check passes or collect launch fees.  The fee being collected in the ice fishing season goes to the family that runs the Marina store and lodge.  They collect it to help pay the cost of keeping the road plowed and drivable after the snow flies.  The pass you bought from the concessionaire is useless for that purpose because the marina/lodge don't get any of the money you paid the concessionaire to get in and launch your boat in the summer.
