Surprised you didn't go to a big piece of perch meat. I typically will up size the size of the piece of perch meat until the ones I don't want to catch can't fit it in there mouth. It's worked well in the past to keep the little ones off the hook. They still tug on the bait but until one can fit it in there mouth there not getting hooked. That way I am only unhooking fish for the basket.
