It's a bit of a drive from salt lake, But Willard Bay's South Marina is chock full of them right now. You may have to join the crowd, or get in a kayak and move around.

If you're willing to catch them on a rod, Kaysville and Bountiful ponds are full of carp that are happy to cooperate right now.
