They have a nice fishing pier for handicapped anglers on the north dike in the Utah State Park in Provo. You might need to ask some able bodied anglers to move so you can use the pier as it was intended.
There is a really nice pier in the north marina on Willard Bay. It is the last pier on the west end of the south dike. I walked out on it yesterday.
