Good question! I haven't been there in this low water, so I don't know. But, from what I understand there are a lot more beaches and camping areas than other years. I would just head towards the back, look for stained water, and find a good place to camp. From there, I would just start employing the same tactics you always use for walleye in the same areas you typically like to target them. From what it sounds like, the San Juan arm is loaded with smallmouth. If nothing else, you should be able to knock the crap out of the smallies back there!
