The vast majority of users of our resources don't have a clue as to why seemingly contradictory processes (filling and emptying a reservoir at the same time) occur at the same time. If you really want to know, the people to ask would be the water owner and/or the water manager for area of interest - in this case Starvation. The owner is the Bureau of Reclamation out of Provo and the operator is Central Utah Water Conservancy District out of Orem. I've called and talked with these folks in the past and find they are very helpful and willing to share their knowledge with us lay folks. Give 'em a call and let us know what you find out. 👌
