I was taking my kayak out at Willard once last year when a squad of DWR guys swarmed a power boat with an out-of-state reg number on the bow. They checked EVERYthing possible on those guys and boat. When one of them looked my way, I asked if they needed to check me, too. He just 
d a bit and said, "Nope, you look fine." (I overheard them asking pointed questions about the mussel cert. and I think they wrote them up for it.)
I suspect they had been scoping that other boat out for a while - and maybe me, too. But maybe I didn't do anything suspicious.
