Wiperhunter is spot on, as always, with the link and tips. Just read the list carefully as some items may or may not be required depending on the size and type of boat. For example, if a boat is over a certain length the oar isn't required. Bailing device isn't required on a pontoon boat since the is no hull or bilge to hold water.
Always a good idea to keep a couple throwables on board if you have room, along with a tool kit, first aid kit, and a rope in case towing becomes necessary.
2 year's ago i was out on soldier creek in my little 12 foot aluminum with the 9.8 motor and there was a 19 foot bayliner adrift with 5 people on it. The boat wouldn't start and the breeze was coming in. I had them throw me a rope and pulled them in to the docks. I'm sure that was quite the sight! Glad they had the rope onboard.
