I'm thinking of a northern show (mantua, hyrum), central (deer creek, jordenal ) Southern/central (fish lake, Panguitch)
Lots of other option. By having several shows it wouldn't over crowd small locations. It does sound like a big job. Maybe one team for each location.
Also thought each area could have its own year, then different people could get involved and areas served.
