That is a hard fast number and means the same thing no matter how you look at it. The per capita dollar amounts have all sorts of definitions influenced by such things as inflation, minimumn wage, change in family size, work promotions, changes in life style, career path changes, etc. None of which ever change the tax rate percentage. So yes, we definitely will have to agree to disagree on the real value of our decreasing tax rates and how the user fees will or will not have an impact on the average citizen in Utah. You may have the final word should you care to have it; I'm done here.
