I think to some small degree, yes, the moon phases affect fishing. The reason behind it is that a full moon will create a decent amount of light at night -- enough that fish can move into the shallows and see the baitfish and feed at night, but it's still dark enough that they are safe from aerial predators such as eagles or osprey.
Conversly, when there's a new moon, fish can't see at night so they must actively feed during the day. So, basically, around the full moon fish at night and you should do pretty well. Around the new moon the day should be good fishing.
