Does the moon really effect the fishing????

I was taught that the "new" moon was the best time to fish. If the cows are lying down and not up and eating , you will not catch fish. Wind out of the east-fish bite the least, wind out of the west - fish bite the best! This is all from growing up in Iowa. TM
