Just like Yuba with carp, Scofield has so many chubs that even the predators can't get enough to eat to grow big enough to become piscivorous. The Cutthroats look like shoelaces. If you cut one of the Cutthroats open, they have almost no internal organs. They're digesting themselves. The swarms of chubs eat everything that another fish needs to exist.
