Depending on the location of your livewell, having water in it, after you get on the water is normal, nothing to be alarmed about but it does not mean the aeration switch works or are you saying you saw water being pumped into the livewell[:/]? You will need to just try it in your driveway and listen for the sound of a motor running, just don't leave the switch on or it will burn up the motor and run your battery dead. Did you buy this boat new or used? If you bought it new the marina or the boat dealer should be able to show you how everything works but even if you bought it from a private owner, there is nothing wrong with asking them about running all the controls on the boat. Next time you are on the water or even if you just putting the boat in the water and still on the trailer, try flipping on all the switches, one at a time and see if water starts pumping into your livewell. One of them likely pumps water into the livewell, unless the pump has gone bad.
