Water depths on the lower and middle provo are prettty usual for this time of year. Hip waders will work just fine on the lower, you may need chest waders on the middle because there are some deeper holes. As for the snow anywhere from hardly any (sunny areas) to drifts over three feet. But access is easy as the usual trails are well worn and packed.
