I know exactly what you're talking about, Patches. I just can't think of the proper term for it right now (my brain hasn't kicked into high gear yet. Must be all those drunken sessions in Navy ports finally extracting their revenge). It would work, if the Army Corps of Engineers hadn't set a precident by ignoring that law in order to build another dam or another dike or just to have something to spend money on. Now, states and local governments conveniently ignore federal law for a few more tax dollars. Even our "Your Emeritus" Governor Owens has asked for legislation that will benefit only a few, namely his campaign contributors. Is it right? No. Will he get away with it? Probably.
I know I keep talking about Colorado when this is a nationwide problem. I know I can't make any difference on the national level but maybe, just maybe, I can make a small difference in my little section of the woods. Until the Homeland Defense Dept comes after me for speaking my mind, I'll continue rubbing people the wrong way, stepping on toes, insulting the intelligence of so-called experts and generally being such a ROYAL pain in the posterior that a boxcar of Preparation H won't help them. They can ignore me and jail me but they can't shoot me. I hope.
