I can say that is one problem that I have not encountered here in Louisiana. There are so many places to fish rivers, ponds, lakes, bayou's, and canal's luckily people around here are extremely polite and enjoy a good time fishing. Most people are more than willing to let you fish, especially if you have a five year old with you.
