The attached is the actual procedure and submission form, so print it out.
I doubt that Walmart will weigh your catch (call and ask the manager), but a lot of the smaller grocery stores will, especially in their meat market section. The meat market can produce the required weight receipt.
Once you have your fish, start calling ASAP, and keep the fish on ice, not frozen, but on ice. The scale only needs to be certified as indicated.

[#000000]Yes, a DWR must verify the length and girth, etc., but not the weighing process. The weight must be witnessed by two people that are not your relatives and not part of the fishing party, and they must do it in writing[/#000000].
Once you have your [#ff0000]side profile[/#ff0000] and [#0000bf]publicity photos[/#0000bf], and your weight, you can freeze the fish, but [#008000]I suggest you call the DWR first because getting the required length and girth can be difficult once frozen and you don't want to thaw it out.[/#008000]
[#0000ff]You can easily do this in one to two days, even fish cops work on Sunday and calling the poaching hot lines will get you to an officer that can take the measurements and confirm species.[/#0000ff]
These procedures are pretty much normal for most states. I was going to record a LMB in Washington but once I found that I had to reveal the Lake I caught it on I decided I did not want to destroy the lake that way. Once people find out that you caught a record fish on a body of water, the pressure will increase overnight. I did consider lying about the lake..... but ...
Now, if you think you can get a world record, then the IGFA might actually be easier to get. You don't need certified scales, etc. Still, you need to know how, so I will provide the procedure below.
