Record Process

I was reading on how to properly get a fish in the record books and was just curious on a couple things. First, on the catch and keep record has anybody gone through this because I want to know where you can weigh your fish. It says grocery stores but I don't think that they want you carrying a big ole fish in there. I guess a dwr officer has to witness the species in writing to. How would I go about all this before the fish turned into a slimy rotten mess?
