[#0000FF]I'm guessing that the timing considerations are based upon how much construction they will be doing on both the dikes and the coffer dam at the mouth of the harbor. The project was to run from April to August. If there are lots of heavy trucks and machinery running along the roads next to the Provo River at the time the Junies are trying to navigate up the river it might be disruptive. We can't be flustering our beloved Junies.
But, then again, I long ago quit trying to see the reasoning behind gummint decisions.
