Hey there thudpucker, There are many places in your region that should have some pretty good sized Cats. It's just a matter of knowing what to use to fish for them with. As you can see there are plenty of tacktics and some of the simplest ones just require using bait that is really stinky or bloody. Those are some of them best attractants.

If you can't get ahold of any mackerals then you can also use anchovies, sardines, or even shrimp if you have it close by.
