Legal baiting methods

Hey y'all, I have a question about actively targeting carp. I keep reading about method feeders, pack feeders, and P.V.A mesh. Is anyone familiar with these, and know their legalities here in Utah? I've been on B.F.T for a number of years, and can't recall anyone mentioning them.

I've read that they're legal, and not considered chumming, due to them being attached to the line when they hit the water. But that wasn't coming from anyone I know to be reliable.

Utah defines chumming as:

""Chumming" means dislodging or depositing in the water any substance not attached to a hook, line, or trap, which may attract fish."

A method feeder has the hook inserted in the feeder so it should be considered part of the bait.
