If you turn off Blaser/Hwy 30 onto Kelly-Toponce you can follow it up and then to the right around in front of the reservoir. From it turn left on to Basin/Nipper to get to the reservoir. Kelly-Toponce is paved while Nipper is gravel. Other than road surface differences they are both about the same distance.
