im not saying from experience but saying since Hawkins is ice free and has been a few weeks now im going to say it is safe to assume it is ice free if not darn close... hope this helps...

I was there Saturday. Ice was completely off and the water was in full turnover mode.

Caught a few Flygoddess but it was definitely work. I'll be waiting to return until I think the water is in the mid 40's. If it clears soon it should be good though. There were already a few smallish chironomids around and when the fish did decide to eat they committed.
