Can anyone give me any tips on bait, rigs, and the best locations for flounder fishing off the surf, off bridges, and in back bays?

They sell flounder rigs in bait stores. Looks loke a metel rod with a hook and line on both ends. Sand worms,clams or I've used night crawlers as well. Some fellas use a chum bag to get the fish to come to them. Put the bag up current from your rigs. Look for sandy or hard bottom in 10-20ft of water. We have very few flounder left here in the NE, so good luck to you fellas down south.
