Someone said that the kokanee salmon season is now open at lucky peak.....Is that true?

No season on Kokanee at L.P. but it doesn't get decent until mid-March and then it goes through Labor Day. The peak is about April through July. They are near the surface in the spring and then go deeper as the surface temps rise.
Typical surface temps in March/April will run around 45 - 50F.
