i was at the lower lake we fished off of the pier, i want to go in the morning and try to catch some bass. is the lower lake open 24 hours?

Yes. The lower lake is partially open 24 hours.
You can always access the parking to the fishing pier. They do close the launch ramp at dark though for safety reasons.
They do close 1 day a year. Dec 25th.[cool]
