Is there a Federal Fishing License , law or act of congress that will allow a person to fish anywhere in the United States or it's teritorys waters he/she chooses ?

The answer is yes.
Certain circumstances are prevailing.
You must be the president of the United States
Or
You must be in active service, on shore leave or stationed in the area that is not in your home state where you are planning on fishing.
You still have to go to the local licensing agency to pick up your permit to avoid receiving a nuances ticket.
